If you make a consumer proposal is Income tax refunds held the same way they are held in bankruptcy??

This is all dependent on what terms were written into the consumer proposal. Unless the terms of the proposal requires tax refunds to be divided up as a component of the proposal, then there is no obligation for you to turn those funds over to the trustee.
