US resident with Canadian Debt

…or Consumer Proposal…can you claim either if you are a resident of the US but own property (which is rented out) in Canada?
We are way in over our heads and can`t manage our Canadian debt if I lose my job which may happen soon and I don`t want to not have finances in order. Plus can`t currently save anything for emergencies or retirement due to our stupid mistakes of the past.

Technically speaking as long as you owe greater than $1000, own property in Canada and are unable to pay your debts as they become due, then you are eligible to file in Canada.

Now the best thing to do is to contact a local trustee in the city where you own property. The trustee will have to get special permission to do certain things remotely via telephone but it is definately possible.
