Owing CCTB Money

If i owe CCTB money, can this be included in the bankruptcy. I have heard that they can impose a fine, and collect their money regrdless of bankruptcy. Is this correct?

Child tax benefit would be considered an unsecured creditor and would be cleared by a bankruptcy. This child tax benefit is not given any special rights, and don’t fall into the fine or penalty imposed by a court.
