Do we have to declare bank account outside Canada if I have one? I am a canadian citizen now but am from other country.

Yes, when you file bankruptcy you must disclose all of your assets, regardless of where they are located. Failure to do so is considered to be fraudulent and will likely result in you not being eligible to be discharged from your debts.
