I am in a consumer proposal with a trustee, if I am going to file bankruptcy in another trustee, in other words, switch to another new trustee, am I allowed to do so?

You have the right to file an assignment in bankruptcy with whatever trustee you prefer (assuming they agree to take you as a client). You are not required to use the same trustee that is/was handling your proposal.

For the other folk that may be reading this post, the reverse is not true. If you have filed bankruptcy and want to file a proposal your trustee must consent to the filing. You cannot file a proposal (if your are laready bankrupt) without your trustee’s permission.
