While you can’t directly include a consumer proposal in a bankruptcy you can do one of two things. First you can simply file an assignment in bankrutpcy while in the middle of the proposal and it will serve to annul the proposal. Second you could wait until your proposal is in arrears for 3 montsh and deemed annulled and then file.
