Would accumulated court costs (involving custody, maintenance etc) be “wiped out” under a personal bankruptcy?

If you owe a lawyer money when you go bankrupt, it is generally discharged in a bankruptcy. However, if the court orders you to pay child support, and the court order includes payment of the other side’s court costs, then in most cases those costs would not be discharged in a bankruptcy. You are asking a complicated question, and the answer will depend on the facts in your specific case, so I would recommend you consult a lawyer experienced in bankruptcy matters prior to making the decision to go bankrupt.
