Can CRA garnish CPP and OAS payments?

I have been told that CRA can and does garnish CPP and OAS monthly payments to citizens who owe tax arrears. Is this true and further, can judgment creditors do the same?

Canada Revenue Agency can and will attach CPP and OAS payments of those people who owe money to the Federal Government. Generally speaking they will exhaust other means of collecting the debt before using the right of set off. Set off simply means if you owe money to someone who owes you money you can “set off” one against the other. Judgment creditors do not have to same right of set off because the Federal Government is a third party.
