When can I apply for a secured credit card if entering a proposal. Is it immediately after I file the proposal or do I have to wait till the proposal is accepted?

I generally advise people to wait, but frankly you can apply for the secured card at any time. If the card requires a deposit the deposit will be listed as an asset on your notice to creditors, but it is not likely to make a significant difference.

Discuss this with the trustee you decide to deal with BEFORE you file. They may have their own opinions on secured credit cards.
