I completed a proposal April 2012 however due to medical reasons I am in financial problems again. Is a proposal an option for me or can you suggest another option please. I have $10,000 of unsecured debt.

Well, you may file another proposal, but you should alos consider a debt management program, and/or perhaps bankruptcy (although bankruptcy for $10,000 is a bit drastic…).
Why don’t you call the trustee than handled your first proposal – they can go through your options and help you decide which makes the most sense this time. If you don’t want to re-use the same trustee then you can use the links on this site to find a new one in your area…
