i am in process of fileing consumer proposal with 60,000 out of the 79000 owed to royal bank i have been asked to bring 100,00 to meeting when i sign papers .is this normal to charge this fee?

I assume you’ve been asked to bring $1,000 – regardless, it is not normal. It sounds to me like you’re dealing with a debt consultant that wants to get paid…
