equal billing

I heat by propane and get my delivery at the beginning of winter and then pay my bill over winter on equal billing. Would I have to include that as a debt in a proposal or would it be considered the same as a utility that bills you once a month?

This will not be an issue – the debt should not be dsiclosed on your paperwork as it represent payments for an on-going service. Your utility bill analogy is a good one.
