i just filed a consumer proposal and was wondering if i could use the line of credit i was given when i opened new bank account at new bank

You should discuss this with your trustee. Likely he will tall you to cancel this line of credit as it was not appropriate for you to have that continue past the date of the proposal, but that will depend on a number of factors that your trustee will be more familiar with.
