I know in bankruptcy my wife can refuse info. does it work the same in a proposal?

Pretty much – in order for a proposal to be accepted you need to be offering your creditors the greater of:
(1) what they would receive in a bankruptcy; and (2) enough for the creditors to consider it “worth their while” – currently than means about 1/3 of your debt.

So, when your trustee is calculating what a bankruptcy may cost, they will use the bankruptcy rules when spouses refuse to disclose their income. In most cases, this causes the amount you will be required to pay for a bankruptcy to go up, and therefore the amoutn you may have to offer in a proposal to be increased as well.
