Can an unemployed stay at home mom file a consumer proposal? I’m in a common law relationship and our debts are separate.

Yes you may, BUT someone is going to have to explain where the payments are going to come from. If it is your spouse then they may be required to sign a “payment guarantee” for your creditors before they will agree to the proposal.
