second bankruptcy

I have one bankruptcy from 2002, and now I am hoping it is possible to do a consumer proposal, I have income, and do not want to file bankruptcy again. I however do not have a bank account, and need one for employment. How can I resolve my problem?
I earn 42,000 yr, my debts are 30,000
this is due to illness.
