are official receivers considered employees of the OSB? On average, how many trustees go on to become offical receivers in the consumer proposal process?

You are correct that the Official Receiver is an employee of the OSB, but most trustee’s don’t go on to become Official Receiver’s. Interestingly enough, even though Official Receivers act as the regulators of the insolvency process, they are not qualified to actually run files like trustee’s do. Now historically I am not aware of any trustee’s who have moved to the OSB office, but there are a number of Official Receivers who have enrolled themselves in CAIRP’s required training program, passed all the trustee courses and associated exams, and have gone on to become trustee’s.
