Will I lose my income tax returns if I file for consumer proposals?
I had declared bankruptcy and was discharged in 1997

There are some circumstances that can impact this, depending on whether or not you owe money to CRA from previous, but generally there is no vesting of assets in a consumer proposal like there is with a bankruptcy. As a result your income taxes are yours to keep if you filed a consumer proposal.
