my question is, my ex is filing a consumer proposal and has informed me that the child support will be cut in half, can he do this without discussing this with me first,

Child support is a debt that cannot be compromised by the filing of a consumer proposal or a bankruptcy. So if your child support is going to be reduced it would not be as a result of the proposal, this would normally have to go to court.
However, as for the consumer proposal your ex can file this without discussing it with you.
