Student Loans for my son

If I file a consumer proposal this year, will my son, who is 16, be affected by my R7 credit rating when he is applying for student loans.

Your sons credit rating will not be affected by you filing a consumer proposal unless he has co-signed on some of your loans. Typically family relationships and being responsible for ones debt are separate issues, the only way to become liable is for the other party to sign on the contracts in question.
