OSAP after a consumer proposal

I completed a consumer proposal which should be removed from my credit history Feb. 2010 (6yrs), I met all my obligations. One of the creditors was Bank of Nova Scotia (OSAP) and they accepted the proposal. I want to attend university, can I apply for OSAP under these circumstances and what are my chances of receiving it?
