How soon into your proposal can you start rebuilding your credit? Is there no point in rebuilding until the 7 years are over?

There is nothing preventing you from starting right away. Although you will find that the efforts you make after you have completed the proposal will have a greater impact on your credit. So my advice is to focus on paying off your proposal as quickly as you can and once that is finished that is the best time to shift that focus onto your credit.
