does a garnishment of my wages or bank account affect my credit rating?

It is not the garnishment per say that will impact your credit rating, but in order for a creditor to get an order from court to garnish wages or attack bank accounts you will have been sued and the court will have issued a judgement. It is this judgement that will be reflected with the credit bureau.
