Can a self-employed and undischarged bankrupt open a RRSP account?

Certainly, but any contributions you make will be added back to your income each month when your trustee calculates your surplus income obligation. (In other words, you can’t make RRSP contributions in order to reduce your payment obligations to your bankruptcy).
