Can I stop creditors from calling my house by instructing them to “contact me by mail only”?

The rules regarding collection agencies are set by the particular province in which you live – I suggest you contact a trustee in your area by using the links on this page and ask them what the local laws allow.
A word to the wise: simply dodging the phone calls won’t solve the problem. You need to deal with the outstanding debt. I realize the phone calls are annoying, but they are only a symptom of the problem, not the cause of it.
