As of yet Bill 281, which is part of a much wider set of changes proposed in conjunction with Bill C-55 (which is now known as Bill C-47), while they have passed the 2nd reading in the House of Commons on October 6, 2005 has not been enacted. As it currently sits, while the overall goal of this legislation is positive, there are many shortcomings that would cause havoc if these reforms were adopted in their current form. As I was advised at the annual CAIRP conference, while it is expected these reforms will be enacted, it is not expected to come into place until the end of 2007 at the earliest and more likely mid year 2008.
