I am currently in a consumer proposal, and finding it tough to make my HELOC payments, can I bankrupt my consumer proposal?

You can always file a bankruptcy out of a consumer proposal. The filing of the bankruptcy will serve to annul the consumer proposal. But you can discuss this with your trustee in more detail.
