What happens when you are not paying into your bankruptcy and you are done with the payments, but not discharged? How does that affect income tax refunds?

A discharge, nor your payments have any impact on your tax refunds. You automatically loose your tax refunds for the year of bankruptcy, irrespective of anything else.
