I recently filed for bankruptcy, is it against the law to get a secured VISA?

There is nothing wrong with applying for a secured credit card during your bankruptcy. However, remember that one of your duties in bankruptcy is if you are borrowing $500 or greater you are required by law to disclose the fact that you are currently in bankruptcy. Failure to do this will cause you problems at discharge time.
