Question Asked...
I left Ontario for Japan over 10 years ago and didn`t repay any of my student loan. Will I now be able to return to Canada and work there or will I still owe the money? How would they know?

This will partially depend on what actions Student Loans has taken, but likely the debt still exists and upon returning to Canada you wil have to make arrangements to pay this.
Typically you cannot be cleared from debts by simply ignoring them, a savy creditor can preserve collection rights and will do so for some time.
