refinance during consumer proposal

Hi,

Thank you for your wonderful site – so very informative!

I am now three years into a consumer porposal and have experienced no diffulties with the monthly. I own a home that has some equity in it and I am considering cashing out some of that equity.

My questions:

1. Can I cash out any of the equity at this time?
2. If I do cash out, am I required to pay the outstanding balance on the consumer proposal first?
