No, credit counselling and bankruptcy are very different. A bankruptcy is done through the courts, and must be supervised by a professional who is licensed by the federal government to assist in any insolvency situation (Trustee).
Credit counselling has no involvement or authority from the court and while it is often administered knowledgeable people there is no central licensing body stipulates who and who is not qualified. This is not to suggest all credit counselors are un-qualified it is quite the contrary, but you do have to be careful that when looking for a credit counselor you find someone reputable.
