I was wondering if you owe money to ICBC for settlements they paid out if you can declare bankruptcy on it? ICBC agent told me you couldn`t.

Well you can declare bankruptcy and be cleared of the debt, the problem is that they will withhold a license from you there are payments being made on the ICBC debt. AS a result most people continue to pay in this type of situation.
