If I receive Social Security payments from the United States, are they considered income when filing bankruptcy. In the USA Social Security is exempt from income.

In the US you are correct that social security is non-taxable, but tax and bankruptcy are separate issues. In Canada if you file for bankruptcy your Social Security received is considered income and will be used to determine if you have any surplus that needs to be paid.
